Uzbekistan’s Experience in Poverty Reduction and the Formation of a New Social Protection Model

Since 2017, President Shavkat Mirziyoyev’s administration has pursued a sweeping reform agenda, liberalizing the economy while strengthening social welfare. These reforms are enshrined in new policies and the 2023 Constitution, which explicitly defines Uzbekistan as a “social state” responsible for ensuring employment and reducing poverty. The government’s national strategy (“Uzbekistan–2030”) even set a target of halving poverty by 2026. In short, Uzbekistan’s policy framework has shifted toward the combined goals of economic growth and inclusive social protection.

CIS: Economic Unity for a Shared Future

For thirty years, the Commonwealth of Independent States has remained a key platform for developing mutually beneficial economic ties between post-Soviet countries. Despite external challenges and differing national priorities, the potential for cooperation between CIS countries continues to grow, taking on new forms – from large-scale investment programs and industrial cooperation to deepening integration in transport, energy, and the digital economy.

The dynamics of this interaction are most clearly demonstrated by the example of the Republic of Uzbekistan, which is actively developing trade and economic relations with all CIS countries.

Historical Foundations and Current Dynamics

Relations between Uzbekistan and Russia today represent a stable model of strategic partnership based on mutual respect, equality, and a commitment to shared development. Since the establishment of diplomatic ties on March 20, 1992, the countries have evolved from classic interstate contacts to a multi-layered system of interaction encompassing politics, economics, industry, energy, transport, and humanitarian affairs.

Central Asia: A Region of Rapid Development and New Horizons

Central Asia today is one of the most dynamic hubs in Eurasia: interstate ties are rapidly growing, industrial chains are forming, logistical interconnectivity is strengthening, and a modern regulatory framework for long-term cooperation is being created. In the lead-up to the Russia-Central Asia Summit, the real economy is setting the agenda: countries in the region share common interests in infrastructure, industry, energy, and technology, while corridors from the Caspian to the Tien Shan are becoming the framework for the future Eurasian industrial map.

Experts often use the Latin phrase “si vis pacem, para bellum”, which translates as “if you want peace, prepare for war”. They emphasis that only force can guarantee peace.

The processes observed in Central Asia in recent years suggest the opposite. Against the backdrop of geopolitical turbulence, countries in the region regularly pursue policies based primarily on the principles of dialogue and good neighborliness.
