A historic visit that marked the beginning of a new stage in the development of Uzbek-Mongolian relations

It would not be a mistake to say that this visit can be called a historic event in significance, because for more than thirty years since the establishment of diplomatic relations between the two countries, the head of state is making a state visit to Ulaanbaatar for the first time.
This visit can be considered a logical continuation of the active political dialogue that began during the visit of the President of Mongolia Ukhnaagiin Khurelsukh to Uzbekistan.
Geographically, Uzbekistan and Mongolia are located far from each other, have no common borders, but ties in the diplomatic, economic, transport, cultural and humanitarian spheres are actively developing. In particular, the opening of the Mongolian embassy in Tashkent, the intensification of intergovernmental and interparliamentary dialogue, the signing of 14 bilateral agreements indicate a growing desire to deepen mutual trust and partnership.
Shavkat Mirziyoyev's state visit to Ulaanbaatar will mark the beginning of a new stage in Uzbek-Mongolian relations. At the same time, the main guiding principles will be pragmatism, mutual interest, sustainable development and a coordinated approach to solving modern problems.
An official welcoming ceremony was held for the President of the Republic of Uzbekistan Shavkat Mirziyoyev, who is on a state visit to Mongolia.
The head of our state and his wife were met by the President of Mongolia Ukhnaagiin Khurelsukh and his wife.

The military orchestra played the national anthems of the two countries.
The heads of state walked past the guard of honor and greeted the members of the official delegations.
Following the ceremony, the President of Uzbekistan left an entry in the Book of Honored Guests in the State Palace of Mongolia.
The President of the Republic of Uzbekistan Shavkat Mirziyoyev and the President of Mongolia Ukhnaagiin Khurelsukh held talks in a narrow format and with the participation of official delegations in the State Palace of Mongolia.
At the beginning of the meeting, the head of our state expressed sincere gratitude to the leader of Mongolia for the warm welcome and invitation to visit this country on a return state visit, which was the first in the history of bilateral relations.
It was especially emphasized that the current visit opens a new stage in the development of Uzbek-Mongolian multifaceted ties.
The President of Uzbekistan also congratulated the Mongolian side on the upcoming People's Revolution Day.
The parties discussed current issues of further development of Uzbek-Mongolian relations of friendship and multifaceted cooperation.
Contacts and exchanges have intensified at all levels. Trade turnover indicators are growing dynamically. The number of joint ventures is expanding, the first cooperation projects have been launched in the areas of healthcare, education, e-commerce, agriculture, and production of building materials.
The day before, a joint business forum was successfully held with broad participation of representatives of business circles and industry departments of the two countries, and a trading house with a showroom of Uzbek products was opened in the city of Ulaanbaatar.
During the negotiations, special attention was paid to deepening economic cooperation.
Significant potential for a multiple increase in mutual trade in the coming years was noted, primarily due to the expansion of the range and volume of supplies of in-demand products.
To this end, the importance of accelerating the adoption of agreements on preferential trade and investment protection was emphasized.
The head of our state spoke in favor of deepening industrial cooperation in specific sectors of the economy. A number of promising areas of interaction were identified as priorities. First of all, this is partnership in the extractive sector, including the development of a geological exploration program, the development of raw material deposits, technology transfer, exchange of experience and personnel training.
In this context, the opening of a representative office of the Ministry of Geology of Uzbekistan in the city of Ulaanbaatar was noted with satisfaction in order to promote projects in this sector.
Interest was expressed in deepening comprehensive cooperation in agriculture based on the creation of joint clusters and the promotion of cooperation projects for the processing and production of meat and dairy, wool and leather products.
Special attention was paid to strengthening transport connectivity and developing new logistics routes. Plans were outlined to open direct flights between the capitals by the end of the year.
It was proposed to conduct applied research to determine the shortest and most efficient transport corridors jointly with the International Analytical Institute for Landlocked Countries.
The importance of continuing active cultural and humanitarian exchanges was emphasized. It was noted with satisfaction that these days the Days of Uzbek Culture, events in the field of art and tourism are being held in the city of Ulaanbaatar.
An agreement was reached on the active development of cooperation between higher education institutions, the resumption of education in universities of Uzbekistan for Mongolian youth within the allocated quotas.
It was agreed to adopt a "road map" for the timely and high-quality implementation of the agreements reached.
Following the high-level talks held in the city of Ulaanbaatar, the President of the Republic of Uzbekistan Shavkat Mirziyoyev and the President of Mongolia Ukhnaagiin Khurelsukh signed a Joint Declaration on the establishment of comprehensive partnership relations.
The following documents were also signed in the presence of the Presidents:
- agreements on cooperation in the field of quarantine and plant protection, in the field of higher education, in the field of mining, in the field of environmental protection, in the prevention and fight against crime, in the field of health care and medical science, in the field of physical education and sports;
- a protocol on cooperation between the archival departments of the two countries;
- cooperation programs between the Ministry of Investment, Industry and Trade of the Republic of Uzbekistan and the Ministry of Economy and Development of Mongolia, between the Ministries of Foreign Affairs for 2026-2027, between the Ministry of Culture of the Republic of Uzbekistan and the Ministry of Culture, Sports, Tourism and Youth of Mongolia for 2025-2028;
- a cooperation plan between the Ministry of Agriculture of the Republic of Uzbekistan and the Ministry of Food, Agriculture and Light Industry of Mongolia to expand cooperation in the field of agriculture;
- an action plan between the Ministry of Ecology, Environmental Protection and Climate Change of the Republic of Uzbekistan and the Ministry of Culture, Sports, Tourism and Youth of Mongolia in the field of ecotourism.
At a meeting with representatives of the media, President of the Republic of Uzbekistan Shavkat Mirziyoyev and President of Mongolia Ukhnaagiin Khurelsukh shared their assessments of the talks that took place.
At the beginning of his speech, the head of our state sincerely congratulated the friendly Mongolian people on the upcoming national holiday – People’s Revolution Day.
“We sincerely rejoice at the impressive successes and achievements of our Mongolian friends in carrying out socio-economic reforms, and fully support your peace-loving foreign policy,” the leader of our country noted.
It was emphasized that Mongolia shows consistently high rates of economic growth. The country is modernizing its industries, agricultural sector, and infrastructure. Large-scale reconstruction of the city of Kharkhorin has begun. Thanks to a consistent, pragmatic, and proactive policy, the country’s international authority is increasing.
It was especially noted that the first visit of the President of Uzbekistan to Mongolia became a historic event in the development of friendly relations and multifaceted cooperation between the two countries.
The leader of Uzbekistan emphasized that one of the key results of the visit was the signing of an important document - the Joint Declaration on Comprehensive Partnership, which launches a new stage in Uzbek-Mongolian cooperation.
It was stated that during the negotiations, all the main issues and priority areas of practical cooperation were thoroughly considered, specific tasks and plans for the future were identified.
It was stated that after last year's summit in Tashkent, contacts in all areas have intensified. In February of this year, the first meeting of the Intergovernmental Commission was fruitfully held.
It was agreed to continue close work and mutual support within the framework of the United Nations, the Shanghai Cooperation Organization and other multilateral structures.
According to the President of Uzbekistan, the main attention during the negotiations was paid to economic cooperation. Tasks were set to significantly increase the volume of trade in the coming years, primarily by expanding the range and volume of supplies of in-demand products. It was emphasized that the opening of a trading house with a showroom of Uzbek products in Ulaanbaatar will become the physical base for this work.
It was noted with satisfaction that on the eve of the visit, a business forum and meetings of entrepreneurs from Uzbekistan and Mongolia were successfully held, new contracts and agreements were signed. The heads of state agreed to continue to create all conditions for business and support business initiatives in every possible way.
In this context, agreements were reached on the adoption of agreements on preferential trade and mutual protection of investments in the shortest possible time.
In addition, during the negotiations, specific areas of industrial cooperation in industries where the economy the two countries can effectively complement each other.
It was emphasized that for the timely and high-quality implementation of the agreements reached and signed, the governments of the two countries will adopt a comprehensive "road map".
In conclusion, the head of our state invited the President of Mongolia to visit Uzbekistan on a return visit.

Today, thanks to the will and efforts of the heads of state, our peoples have become even closer, and interstate relations have reached the level of comprehensive partnership.
The joint concert has become another embodiment of Uzbek-Mongolian friendship and the beginning of a new stage in bilateral multifaceted relations.
